WABUNGE wa Chama Cha Mapinduzi (CCM) na wale wa upinzani, jana walimtaka Waziri wa Viwanda, Biashara na Masoko, Basil Mramba, kufuta uamuzi wa kuteua mawakala maalumu wa kukagua magari nje ya nchi yanayoingia nchini.

Chini ya utaratibu huo, Shirika la Viwango Tanzania (TBS), limeteua mawakala maalumu wa kukagua magari nje ya nchi yanayoingia nchini.

Kwa sasa, tayari ipo sheria ya Kudhibiti Uingizwaji wa Magari Chakavu na Mamlaka ya Mapato (TRA), ndio wanaofanya ukaguzi huo na mwenye gari hulazimika kulipia ushuru zaidi kama gari lake ni la zaidi ya miaka 10.

Mjumbe wa Kamati ya Bunge ya Uwekezaji na Biashara, Abdallah Sumry (CCM), alisema kamati inaiona tenda hiyo ya ukaguzi wa magari nje, kama ni usumbufu kwa Watanzania na njia ya baadhi ya watu kujipatia kipato cha bure.

“Kamati inaona ukaguzi huu wa magari nje ya nchi yanayoingia Tanzania ni usumbufu kwa Watanzania na ni aina fulani ya watu kujipatia kipato bure tena cha fedha za kigeni kisichofaidisha nchi,” alisema mbunge huyo wa Mpanda Magharibi (CCM).

Alisema kwa sasa tayari ipo sheria ya Kudhibiti Uingizwaji wa Magari Chakavu na Mamlaka ya Mapato (TRA), ndio wanaofanya ukaguzi huo na mwenye gari hulazimika kulipia ushuru zaidi kama gari lake ni la zaidi ya miaka 10.

Alisema kamati hiyo inashauri ukaguzi huo usiendelee ili kutowabebesha mizigo mizito Watanzania wanaoagiza magari kutoka nje na kusisitiza juu ya umuhimu wa sheria hiyo iliyopitishwa bungeni kufanya kazi yake kama ilivyokusudiwa.


Naye Msemaji wa Kambi ya Upinzani, Lucy Owenya Viti Maalumu (Chadema), alisema mpango huo wa kuteua mawakala kutoka nchi za nje kwa ajili ya ukaguzi wa magari yanayoingia nchini, umepitwa na wakati.

Alisema hiyo ni kutokana na hatua ya Wizara ya Fedha kupitisha Sheria ndogo kwamba magari yenye umri zaidi ya miaka 10 lazima yatozwe ushuru mkubwa. “Kwa maana hiyo hakuna mtu atakayeingiza gari mbovu kutokana na kipengele hicho,” alisisitiza Owenya.

Alisema kambi hiyo inaona kuwa kitendo hicho ni njia ya kuwatafutia baadhi ya watu ulaji kwa jasho la Watanzania wanaoleta magari nchini, na alizitaja baadhi ya nchi ambazo TBS imewateua wakala wa kukagua magari hayo kuwa ni Dubai, Hong Kong, Thailand, Japan na Uingereza.

Naye Mbunge wa Solwa, Ahmed Ally Salum (CCM), alisema anasikitishwa na utaratibu huo ulioanzishwa kwani umewafaidisha wachache na kuwakandamiza zaidi Watanzania wanaojitahidi kujikwamua na umasikini.


“Hivi wakati gari inapigwa ushuru chakavu wewe unalikagua tena la nini, tunaomba Waziri Mramba uondoe tatizo hili kwani linamnufaisha tu aliyekuwa akiongoza mradi huu ambaye kwa sasa inasemekana amejenga nyumba yenye thamani ya dola za Marekani milioni 600,” alisema Salum.

Kwa upande wake, Mbunge wa Musoma Vijijini, Nimrod Mkono (CCM), akichangia makadirio ya wizara hiyo, aliwataka Watanzania kubadilika na kuacha kununua malighafi kutoka nje ya nchi na badala yake watumie za ndani.

Alitolea mfano viti na kapeti la Bunge pamoja na suti za watu wengi waliovaa, kuwa ni malighafi kutoka nje hali inayochangia Shilingi ya Tanzania kushuka. “Wakoloni zamani walikuwa wakitumia malighafi za hapa kwetu na kutengeneza makochi, meza, lakini sasa hivi tunapenda vitu vya nje mpaka dawa ya mswaki,” alisema.

Naye Mbunge wa Moshi Mjini, Philemon Ndesamburo (Chadema), aliiomba serikali ianzishe mkakati wa kuinua wafanyabiashara tangu ngazi za chini kwa kuanzia na wafanyabiashara wadogo (wamachinga).

“Tusiache wale wafanyabiashara haramu kama vile wauza dawa za kulevya ndio baadaye waje waibuke kuwa wafanyabiashara wakubwa, lazima tujenge wafanyabiashara watakaojenga nchi hasa hawa wamachinga,” alisema Ndesamburo.

Naye Waziri wa Viwanda, Biashara na Masoko, Basil Mramba, akiwasilisha makadirio na matumizi ya fedha ya wizara yake, alisema katika kuimarisha viwanda na biashara nchini, wizara hiyo ina mpango wa kuanzisha miji au vitovu vya biashara pamoja na kuanzisha kituo cha kwanza cha kimataifa cha biashara kwa ajili ya kuwavutia wawekezaji.

Hata hivyo, Mramba alizitaka taasisi za fedha zenye kutoa masharti magumu kuacha tabia hiyo kwa kisingizio cha walengwa kutokopesheka badala yake zianze kutoa mikopo ili kuinua sekta ya viwanda na biashara nchini.


Pamoja na hayo aliwataka wananchi kuendeleza ujasiriamali na uzalendo kwa kutoa kipaumbele katika ununuzi wa bidhaa zinazozalishwa nchini ikiwa ni pamoja na serikali na taasisi kutoa zabuni kwa wazalendo.


Alisema sekta hiyo ya viwanda kwa sasa ina mafanikio makubwa kwani uchangiaji wake katika pato la taifa umeongezeka kutoka Sh bilioni 200.8 mwaka 2005 hadi Sh bilioni 218.1 mwaka jana.

Bunge linaongelea swala zima la TBS Saga

Napenda kuwataarifuni effort na juhudi za http://www.tbswtmuncovered.blogspot.com/ na wadau wote walioshiriki katika kupingana na swala hili, limewezesha kufanikisha hili swala mpaka katika ngazi ya juu ya kiserikali.

Tunawashukuru sana gazeti la mwananchi kwa ujumla, hususan juhudi za wahariri kupokea malalamiko yetu, hadi kufikia kuchapisha barua ya wazi kwa rais katika gazeti lao, na kuwezesha kulifikisha kwa wabunge na viongozi wa ngazi za juu ndani ya nchi. Hatimae linajadiliwa bungeni.

Juhudi zetu, hatimae tunategemewa kufanyiwa kazi, kwa vitendo na siyo MANENO matupu.

TBS - release Silly Statement!

It is unfortunate that, TBS are now in contrary contradicting themselves from their duly over due statement, and cleary put WTM utility on peculiar position. The bad news is that WTM Utility is clearly breaking every term of their contracts or well according to TBS.. Read more..

Where should I start ?

The big question is why TBS award a contract to a single entity, ie WTM Utility at the first place serving East London, what about other areas in London West, South and North, what about Leicester, Manchester Glasgow, and other major cities in UK. Which company/organization will be carrying out this exercise of inspection on TBS behalf ???

If TBS did not reach an agreement or reach a certain consensus with the MOT England at the first place, why going ahead with the ill thought exercise at the first place.

Lets be honest and frank on this matter. The whole saga surely should be considered either misconduct of duties or averting the cause of just duties. What I am trying to say is that all the individuals within the ranks of TBS and those in the decision makings should be held accountable to that effect.

Surely what it seems from their statement is that, They will go around the country, agreeing and sign contracts with every single garages, which seems to suit their TBS so called standards, Bad news to them is that there are 18000+ of them, they are all providing MOT certificates, surely it will be seen nuisance for them to provide TBS and MOT certificate of the similar standards??? Therefore conducting same checks/procedure and standards as that provided by TBS…This would be seen idiotic at the first place..

Secondly, you cannot compare Dubai/Sharjah with UK. Dubai/Sharjah is a federation of small countries called UAE, they are merely a cities not countries at all, and they are probably don’t have same procedures/standards as that provided by MOT and Europe in large.

*Population 7.2Millions
*Area 1579+ square kms
**Test Centres: 1000+


Looking at the facts above, TBS should have a prior knowledge of the readily available testing centres across the UK. Here is a smart Suggestion, In order to resolve the issue of talking/negotiating directly with individual test Centres, TBS should have contacted VOSA, a governing body which oversee the MOT.

Here is another advice, In UK there are private garages called , kwik-fit , posses garages across the country-providing MOT, why not talking to them, and avoid the complexity of negotiating with the Government, if that does not suit their appetite.

Conclusion

Looking at the statement, it seems TBS is trying to distance itself from the whole SAGA, by releasing silly statement, which is vague, unclear and confusing to anyone who understands.


The last thing is that, TBS is trying to tell poor WTM and fool us in general, According to their statement, WTM is surely breaking every term of their Contract.. Quote
... WTM Utility Services license clearly stipulates that its operation will be localized at East London....

Unquote.

Is TBS trying to tell the business Community it is illegal for WTM utility to inspect any vehicle from other part of London, or even surrounding cities. This statement is clearly a warning to WTM . YOUR IN A BREACH OF YOUR CONTRACT!
